{"id":5236,"date":"2013-09-19T12:24:40","date_gmt":"2013-09-19T12:24:40","guid":{"rendered":"https:\/\/www.glokal.org\/institutional-discrimination\/"},"modified":"2013-09-19T12:24:40","modified_gmt":"2013-09-19T12:24:40","slug":"institutional-discrimination","status":"publish","type":"post","link":"https:\/\/glokal.org\/en\/institutional-discrimination\/","title":{"rendered":"Institutional discrimination"},"content":{"rendered":"<p>Recently, the Federal Anti-Discrimination Agency published its new <a title=\"ADS Report: Discrimination in Education and Employment\" href=\"http:\/\/www.antidiskriminierungsstelle.de\/SharedDocs\/Downloads\/DE\/publikationen\/Gemeinsamer_Bericht_2013.pdf?__blob=publicationFile\" target=\"_blank\" rel=\"noopener\">report on discrimination in education and employment<\/a>. The report not only details how discriminatory and exclusionary the German education and employment landscape is, it also makes extensive recommendations for change.<\/p>\n<p>A look at development policy institutions and organizations in Germany confirms that here, too, and especially here, these recommendations should urgently be taken note of. The newly founded umbrella organization Migration-Development-Participation e.V. (MEPa) emphasizes in a <a title=\"MEPa Opinion\" href=\"http:\/\/moveglobal.de\/?p=47\" target=\"_blank\" rel=\"noopener\">statement<\/a> that they &#8220;miss an adequate integration of migrant experts in many federal states&#8221; and that they &#8220;do not see equal opportunities for migrants in the NGO structures at present&#8221;. AG Sporen lobal from Hamburg is even more specific. In an <a title=\"AG sporen lobal: One year of accusations of racism\" href=\"http:\/\/sporen-lobal.blog.de\/2013\/09\/06\/jahr-rassismusvorwurf-welt-netzwerk-hamburg-e-v-ewnw-16362624\/\" target=\"_blank\" rel=\"noopener\">article entitled &#8220;One year of accusations of racism against Eine Welt Netzwerk Hamburg e.V.&#8221;<\/a>, she looks back at how the <a title=\"see also: glokal: Intercultural opening of the development scene\" href=\"https:\/\/glokal.org\/en\/intercultural-opening-of-the-development-scene\/\" target=\"_blank\" rel=\"noopener\">accusation of structural racism<\/a> against the state network was dealt with:<br \/>\n&#8220;A wall of silence surrounds the moveGLOBAL affair, like most discrimination cases in this country. The personalities in the former moveGLOBAL project advisory board cover EWNW&#8217;s back and sweep the affair under the carpet. The Arbeitsgemeinschaft der Landesnetzwerke in der Eine-Welt-Arbeit &#8211; agl &#8211; does not question its Hamburg member EWNW. The partly newly elected board of the EWNW is silent &#8211; as is the old one. The donor BMZ seems to have forgotten the issue. Business as usual &#8211; One year of accusations of racism against Eine Welt Netzwerk Hamburg e. V.&#8221;<\/p>\n<p><!--more-->A look beyond the development scene makes clear how important &#8211; but at the same time how contested and endangered &#8211; the participation of migrants and people of color is. In August, for example, the Migration Council Berlin Brandenburg (MRBB) and other signatory NGOs approached the Berlin Senate with an <a title=\"Open letter from Berlin migrant organizations\" href=\"http:\/\/www.mrbb.de\/index.php?option=com_content&amp;view=article&amp;id=255:offener-brief-berliner-migrantinnenorganisationen&amp;catid=4:pressemitteilungen&amp;Itemid=4\" target=\"_blank\" rel=\"noopener\">open letter<\/a>. They write, among other things:<br \/>\n&#8220;We fear that the reorientation of Berlin&#8217;s &#8216;participation policy&#8217; will not result in greater participation of Berliners* with a history of migration and their self-organizations, nor will it be able to provide the necessary services to people according to their needs in Berlin.&#8221;<\/p>\n<p>As detailed background material, reference should also be made at this point to the publication  <a title=\"MBRR: No We without Us\" href=\"http:\/\/www.mrbb.de\/dokumente\/pressemitteilungen\/Newsletter_Brosch%C3%BCre.pdf\" target=\"_blank\" rel=\"noopener\">&#8220;No We without Us.
